Can't get Multiplicity install working

I'm trying Multiplicity KVM.  I set it up on a primary computer and a secondary computer.  On the secondary computer, it said that Windows Firewall would block it, so I told it to allow it.  Now back on the primary computer, when I try to connect to the secondary computer, it says "unable to connect ... blocked by a firewall, offline, configured as a primary, or has KVM mode disabled.

It is online, it is configured as a secondary, I think I have KVM mode enabled, and I think I told Windows firewall to allow it.  What can I do to fix the problem?

Is the secondary on a private or public network.  MP must be run on a private network?
