Locked Screen on Start Menu

Hello I've recently tried playing Offworld after a few months and when the game is launch I'm unable to do anything. The screen is appears to be locked. The only strange thing to me is a Green line that follow my hole bottom edge of the monitor and on the upper right hand side as well. Think like a reverse capital L.

I never experienced this issue when I first purchased the game when it came out but now I can't do anything. I'm hoping the new Jupiter DLC isn't a requirement to play the game now.
