I agree there needs to be an always on top option for roll-up fences placed on edge of the screen.
Another vote for roll-up Always on Top.... otherwise, you have to move everything out of the way to use and it's more of a pain than a feature....
In the WB settings there is an option to right click on the titlebar to roll up and down. Isn't there?
You have my vote on this feature. I keep rolled up fences at the top of the screen.
On roll down they disappear behind the visible windows 
At least two ways to implement :
a. configure always on top for fences ( all or individually )
b. configure hide/show screen when rolling fences down/up.
Everytime we entertain the idea (we have, many times), the thought experiment ends up at 'they would be sorry for asking for it if rendered exactly as asked'. Meaning, in practice, it would not be as elegant as many think. Remember, Fences, at its core, it about making messy things look tidy / organized.
That said, we are toying with another idea (mockups and all) that would be really close to this idea in function. I cant say when, or what version, but it's definitely going to be included.
