Mods have no effect?

Would appreciate any help you guys have but I can't seem to get any mods working for GC3 Crusade.

 

I have followed all the instructions in the readme, created a mod folder under "my games/GC3Crusade/Mods/MyMod/*", enabled mods in game, and dragged in two original game files to test with (RaceTraitsDef.xml and TerranTechDefs.xml).

 

I noticed that my changes are not having any effect in game. For example, I messed with the stats of various racial traits and changed the 1st level of Logistics tech to give +13 instead of +10. These were simple changes that could be quickly verified by starting a new game.

However, none of my changes are making it into the game. What is going on?

 

Side question: What tech tree do I need to modify to give custom races a custom tech tree? Or do all custom races share a single tech tree, if so, which file is it?

Mods work now after verifying game integrity and turning off my Avast AV, apparently there was some invisible conflict... very odd.

 

I have to start a new game to see any effects right? So I cannot mod stuff on the fly?

Nope, new games only, xml data is stored within the game save.
