Vanishing administrators?

I was trying to add a new Administrator citizen and Crusade told me I had too many idle and I needed to assign one to a planet before I added more. No problem, I thought, I'll just go to the citizen screen and... hm, nothing there. I went to a planet, tried adding a citizen, and... nothing there. Sooooo now I have planets I need to colonize and things I need to build but I can't make any progress. Am I missing another new UI element to assign administrators?

Administrators can't be transfered to colonies. You need to promote to Ministers and transfer those.

Yeah, I read that somewhere. The problem is I can't find them anywhere to promote them...

They appear for me in the summary tab.

Can't see any mention of administrators or ministers in summary screen
