What is up with precursor artifact, build star base near it but cant mine it.  What gives?

Can you build a Xeno Archeology Lab?  There is a different set of improvements for artifacts than for mining.

No he's talking about "THE ARTIFACT"  mega event.

... Wait... You can use the artifact? I thought it only buffed the weakest empire in the game, and nothing else.

yes...

if you own the planet it is next to.  You get the buff.

 

I've had that show up as the first mega event and have like +400 raw production per planet by the end of the game.    it's seriously OP but fun.

I started new game (as my ass was handed to me the first time x_x ) and now I'm frantically looking for that artifact to gain advantage early on asap.

The Artifact is a random Mega Event.   It might show up several games in a row... or you might not see it again for a very very long time....

It did not used to really do much cause the AI was dumb and couldn't use it.    In Crusade, I ignored it the one time and got my but royally handed to me...  it is a major factor now.
