Fences and icons stuffed in corner on startup

win 10 media pc has auto shutdown and boot up timers enabled. pc is connected via gtx 1070 through hdmi to yamaha rxa760 receiver through one of its hdmi 2.0 inputs. then out via hdmi to 4k tv. every morning when I turn on the tv all the icons are jumbled up in the top left corner. if I right click and choose configure fences > layout and snapping to restore a snapshot it puts everything in its place for 1 second then it all goes back up to the corner. I need to reboot and restore the layout again to get everything back to normal. this is an everyday thing.... help
