Windows 10 Pro launch failure

Fences has been causing me trouble for a while now as all that ever happens when Windows is launched is the following message:

"Fences does not appear to be Loaded. You may need to reinstall Fences."

That would be ok except that it never launches since the last update to Fences, it was fine before that but now it never starts; and tbh I'm starting to think I was better off without it, since at least before; I was always able to see by desktop icons, whereas now they fail to appear. Definitely has issues now as previously it was fine, but now it's slower than a snail if it launches at all. Sadly there's nothing to go on as far as it's starting(/launching/waiting forever) priority as finding relevant logs is quite difficult.
