Single Column of Icons Fence not working when scaling at 100%

When setting scaling to 100% in Display Settings > Change the size of text, apps and other items, icons inside fences to not honor fence ratios.
If I set the value to 125% or higher, the icons will line up vertically when fence is dragged/set to 1x5(as per tooltip when dragging corner)
If I set the scaling to 100%, they autosort into two columns, even when the fence is dragged/set to 1x5 (as per tooltip when dragging corner)
I have a 42" screen at 1920x1080. the icons are too large at any higher than 100% scaling.
Could this please be fixed, pretty please.
