United Planets Display -- Overlapping Races?

Bug or Complex Informational Display?

I have race overlap happening regularly in the UP voting screen, where one or more races' squares will overlap with others-- is this a design choice, showing me some form of relational information (i.e. overlap = friendly with overlapped races) or just a bug in the UP display?
