What is difference between Fences 2.13 and Fences 3.0 ?

I have Fences 2.13 and I see from an incoming email that there is an update to version 3.0.    Yet when in Fences, I click on About, Check for Updates, it says that my version is up-to-date.

Is version 2.13 the same as version 3?     and if not, what are the differences?

It says you are updated because you have the latest version 2. 

Fences 3 is the latest and you can see all the new features here.
