I can't create new Fences. I draw the box, then right click, and don't get the option to create a fence.
I'm running Windows 10, Anniversary Update (x64). This problem may have arisen after the update--it's been a while since I drew a new fence.
Maybe you have checked "Lock Fences" in the contextmenu. And you don't have to right click, just draw the box with right mouse button pressed an then let go. The "create fence" menu should appear then (if fences are not locked 
)
I am having the same issue. I cannot create new fences. Existing fences are NOT set to "locked", and yet no menu appears when I draw a rectangle on my desktop. I've combed through all the settings, and cannot figure out what the problem is. Suggestions, please?
