Window Blinds 10 not working at all

I just "up" graded to Windows 10 64-bit version 1607 and Window blinds does not change any application's window title bar, scroll bars--nothing.  The WB icon does not appear in the system tray (show hidden icons).  When I select WB10 from the All Applications option (I also have Start 10) the app will run, I can select different styles, change options as if the app were fully functional, but it does nothing to any windows or dialog boxes.

I also have an occasional issue that I think Start 10 may be causing.  When booting up I see the normal Background wallpaper and the security login, but instead of booting to the desktop I get a black screen with only the mouse cursor active. Ctrl-Alt-Delete brings up a box "Failure to Display Security and Shutdown options".  The only way I can get to the desktop is if I restart and hold down the ctrl key while entering password and pressing enter.  Does this bypass Start10?  If so, is there a fix for this?

Any suggestions?

Have you tried uninstalling windowblinds, rebooting and downloading the latest version of windowblinds?

I have the latest version of WB 10, I think it's 1.5 (not on that computer now). I will try an uninstall and download a fresh copy and reinstall
