Cant move Fence to a new Page

Win10 Dual Monitor Issue

Just added a second monitor. Now I find I cannot drag a Fence to another page.  I can drag them between monitors, but not to a different page.

Is this a known issue?  It used to work with only one monitor.  Is there a setting that controls this?  Can't seem to find one.
