I haven't picked up the last three DLC's yet, mostly because 2 of the 3 seem to be fully campaign focused and I have yet to play one single campaign. So questions:
1) I consider it to be good. The extra colonization events are interesting and sometimes I have a hard time choosing which option to go with.
2) Rise of the Terrans - United Earth major civilization, new civilization trait
Altarian Prophecy - new ship styles and new ship parts for the ship designer
3) The story mostly.
The Lost Treasures is definitely worth it. The various new colonization events and the new buildings/ship components are really cool and interesting. I consider it a Really Should Get.
RotT is meh. The UE is kinda neat, but nothing really new you couldn't get from Steam Workshop. The new trait "Experienced" isn't anything that's a Must Have.
AP is pretty cool from a storyline standpoint, and the ship components will likely become popular in SteamWorkshop due to their nostalga factor (and, that they're quite useful). But it's hardly a Must Have.
The new components and improvements in Lost Treasures makes little play difference, especially in large games. However, it has new colonization events, and it really adds more flavor to the game, what with the secret weapons and special facilities. I recommend it if you enjoy the, er, 'role-play' aspect of the game. If you just want a different play experience, it may not do much for you.
Rise of the Terrans is ok if you like building ships (like me), but most of the focus is on the once-and-done campaign. If you like campaigns or follow the game's narrative, I imagine it is a must. If you are in neither category, I would skip it. Altarian Prophecy is a repeat of the same, except you get one additional ship style.
Sorry, I meant you get one more ship style than you did in Rise of the Terrans, which was one.
