Fences 3 in VM does not allow settings

I installed Fences 3 on a Windows 10 (fast track) VM using Parallels on my Mac. It appears to be installed (the fences blur the background), but the license popup never appears, and right-clicking and selecting Configure Fences on the desktop does nothing.

What happens if you right-click on the desktop and select Configure Fences?
It sounds silly, but have you rebooted the VM?

Im having an issue where I do just that, right click and pick configure fences nothing comes up. See a busy icon then nothing happens.
