[UPDATE] AVI Video set as dream, Still very choppy.

I downloaded the Tremonti - Dust Lyric Video from YouTube and set it as my Wallpaper. Now granted I'm running on a potato as is

(AMD A8-4500M w/ Radeon HD 7640G Graphics @512 MB)

But, If I pause/play the content using the explorer context menu, sometimes it plays at full speed. Any possible cause as to why this would happen, or is it just an isolated incident, like my Alienware Alpha dying after a Hard Drive Firmware Upgrade xD

 

[UPDATE]: Just got my Alienware Alpha back, and it's still doing the same thing. I know something that can run Forza Motorsport 6 shouldn't fall to an AVI video.

 

Any suggestions as to what I can do to solve this?

I have dell xps with gt540m 2GB with 8gb ram and i7 2nd gen windows 8 and i interpolate 30fps videos to 60 fps using megui just to set as desktop background (avi) and it works fine liquid smooth no fps drops constant 60fps backgrounds , i love deskscapes <3
