Can the Steam version be decoupled?

The AMD deal has me thinking about getting a 380X, and while they haven't gotten back to me yet on which distributor handles the keys I figure it'll be Steam. I don't hate Steam per se, but without getting into too much of a whinefest I'm not a fan of third party clients required for offline play. Is it possible to download the Steam version and move it onto a clean system and just not have multiplayer functionality, like how the GOG Galaxy version is supposed to be?

No. Although Steam will allow you to play games in Offline Mode, you are still required to go online periodically to validate your license.
