I've not used Orbital abilities. So tonight I started a Beginner mode Skirmish with the intentions of figuring some of that out. I don't recall exactly which orbitals I built but one of them allows some kind of temporary cannon or some-such. At any rate, making a raid towards the base I wanted to deploy one. But when I clicked on it through the UI and then moved it over territory a message telling me Orbital abilities are jammed displayed.

What causes this? Is it something the enemy can build? I wandered around in the AI's territories looking for anything Orbital-related and couldn't find anything. Any insights would be helpful! Thanks!
