WindowsBlinds won't install

I've tried to install the trial of WindowsBlind 10 by using the Desktop manager and it never installs. So I downloaded directly from StarDocks and for some reason whenever I try to install the file I downloaded it says I have to restart to uninstall WindowsBlinds10 so my system thinks it is installed although it isn't installed.

what should I do next?
