construtor graphic coverage ring

A really great improvement would be to add an additional coverage ring IF you have researched the expanded coverage tech's.  Make the ring in addition to the default and possibly change the color, intensity, of make it dashed/dotted.   Obviously not a requirement, or defect BUT when you have both techs yielding an additional +6, it makes correct placement a real pain needing to count 12-23 tiles multiple times to ensure 1) you can capture items your going for (coverage) and 2) easily find the best placement spot
