Tabbed Dock Accessibility

The tabbed dock autohides when the cursor isn't on it, just showing the tabs.  i know this is the default behavior, but i'd like the entire dock to be visible when I don't have any windows open.  I don't want the dock to cover any open windows, just to run in the background without shrinking every time i'm not actively using it.  I hope that makes sense!  You can do that with the regular dock, but is this even possible with a tabbed dock?
