can't uninstall Fences Pro

I had been using Fences Pro on my HP laptop. I think it came pre-installed. I upgraded to Windows 10, and now I can't move any of the icons. I read somewhere that I needed the newer version of Fences. I bought it and tried to install it, but it tells me that I have to uninstall the current version. The problem is that I can't uninstall Fences Pro. I got a message that some file or link was missing. I tried to replicate the error in order to document it here, but when I select "uninstall" now, it doesn't do anything. Please help.

You could try the zapper program - ODNT Component Zapper

"Utility program that can be used to unload or remove Object Desktop components (like if an install.log file is missing). Warning: this will delete any installed skins/themes for the component when used to uninstall that component."

Try REVO uninstaller with the force option. That has gotten me out of a lot of jams. Also try the uninstaller after a clean boot with virus protection and malware protection off. Try uninstalling in safe mode.
