Bug - ships with lots of constructor modules can't build startbase

When I got the ability to build huge ships, I created a new design with 10 constructor modules, and a slew of sensors and drive modules.  Basically a very fast deployment capability.

However, when I click on construct starbase, nothing happens.  I tried "upgrading" this to a design with only 9 modules (thinking there might be an issue with double digits) but that didn't solve the issue either.  This ship IS capable of building a shipyard (completely consumes the ship) but that's not what I wanted to do.  I wanted to build a really souped up starbase in one go.

Please investigate this bug at your earliest convenience.

Is the "Construct Starbase" option grayed out for you? (This happens if you cannot build a starbase in current location such as within 5 hexes of another starbase or with certain United Planet treaties restricting building in territory another civ owns.)

i think the problem is with something else i have a design that has 44 construction points and have no trouble building starbases with them

Please verify that the command "Construct Starbase" is not grayed out. That will be a big help to figuring out what is wrong.

Sure... the ship is just to the "South West" of Trimbles Folley next to a manufacturing relic.  It's worth noting, I think, that the build command doesn't seem to be grayed out.  But when I hover over it, there's no hotkey popup.  But there is for other ships that CAN build starbases.  (I just tested this.)

I'm happy to send you the savegame file as well as the output of the support tool you just posted.  But I can't attach files here.  And it's telling me not to share that ZIP file with anyone other than Stardock... so I'm hesitant to post, say, a Google Drive link here.  What's next?
