I do not have an internet connection at home. I was planning to buy a boxed game and load it.

I don't believe there is a boxed game, but no u don't need net unless you want updates. I suggest getting it from gog. Steam requires you to have net, buy not gog. Tho getting it from gog the first time without net might be an issue.
Yes as 00zim00 says really the lack of internet means no updates/DLC. So far as I'm aware, you don't need internet to play.
I see no reason why you shouldn't be able to download a patch/DLC on an internet-accessing computer, transfer that to disk then use that disk to update your version of GalCiv3. You've got a legit copy, the system should let you update via your hard drive. Others on here might be able to confirm or deny that that's an option for you and if it is, exactly how you go about the process.
I wish that was possible, but GalCiv 3 is Steam-only. Sure, you can buy it from other stores too, but all you get is a Steam-key.
As for the OP's question, you need internet access in order to install and update the game. Playing it, however, can be done offline.
