Map bug - scrolling to the left

Good evening gents, and ladies.

 

There are two bugs that are annoying and I would like to know if it is only me. 

First: Many turns into the game the map just seems stuck on scrolling to the left. Does not matter what I do it scrolls to the left.

Second: There is a lot of flashing during turns. The map blinks a lot, is this happening for everyone or just me?

i had this happeneing at the start of every turn i reinstalled to fix it not sure what the problem was

Main Screen or mini-map?  and is this on beta 6 or beta 6 patch 1 opt-in?

Both at the same time. I reloaded my game a few turns and it seems it fixed the issue.
