the cost to rush a partially built ship is still the same as a ship that has not been started.

It only appears to cost that much. If you rush it, it will have the correct cost. However, you do need the full amount of credits to buy it in the first place.

This issue has been around for a while and I'm fairly sure the Devs know about it, but you might want to submit a ticket about it.
