too many ships in orbit

It seems if you or your opponent stuffs enough ships in orbit around a planet, they cant be attacked.  The AI has 12 ships in orbit and my 7 ship fleet cant attack them..  And so they sit there around a planet that eventually changed sides to my faction, yet still they sat and sit I couldn't attack.  Working as intended?

I've not seen this nor have I had it happen to me. You might want to send in a ticket with your saved game so they can take a look at it.

I also have a bug, Ive researched barren world and am in fact well past it, yet I can not colonize the planet.  Two planets in fact.  I did not have this issue prior to last patch.

Is that with the opt-in patch .82 that was released today?  It was supposed to have fixed that bug.  Of course you might have to start a new game ...
