The Assembly plant appears in the planetary build list but when actioned no icon appears on the planet tile, also seems to skip in the build sequence
The assembly is not a building it gives you 5 population. for each time you build it.
That way you don't over populate.
Unless there is a bug that lets you do it. LOL
