8.1 style does not work with multiple monitors when taskbar is not visible

I have my windows taskbar on my second screen. Whenever something is running full screen on that monitor (such as YouTube or a windows app) that hides the taskbar, the windows button will usually bring up the standard windows 8.1 start menu on the primary monitor (it works properly intermittently) instead of the start8 8.1 style menu.

This does not happen with the windows 7 style menu.

Is there a way to fix this?
