Specific process or codec required to utilize GIF files?

I purchased Stardock's DeskScapes on 2 computers. Both are Windows 8.1 Pro.

On one, I can add a folder with .gif files and it loads and displays them perfectly.

On the second, I can load and display the default .DREAM files, but it will not load or display .gif files within the application, nor on the desktop.

I have tested using the same files. I can load the .gif files in a web browser and media player no problem.

I have reinstalled DeskScapes and no change.

The symptoms appear like I am missing some codec on the "malfunctioning" workstation where the application can not process GIF files?

Any other suggestions? Thanks.

I would love to use .gif files on my background on Windows 7, so I'd love to hear about this, too.

 DeskScapes is supposed to run its own format; .DREAM files (looping clips) to be exact,not animated images.  Why on earth your first gig can run them is beyond comprehension.
