Is this a bug?

I hit Alt+F4 once too often and my tabbed dock (the only one I have) closed.  The only way I could get it back was to reboot Win7.  The tray icon was still there but from that I could only open the OD Confgurator window; nothing I tried there would get my dock to reappear.

This seems like a bug but perhaps I am missing something.  What could it be?
