Skinnable Ribbon Bar

Is the top ribbon bar (directly under the Title Bar) skinnable. Can you make this a different color than the Explorer background. I'm trying to skin Dimond .

It is not skinnable Ronace, and neither is the bottom status bar area. Don't you just hate that white, I do!
But you can get rid of it and change everything back to looking like Windows 7 with a free program called OldNewExplorer. Just give a search for it on the Internet, should be easy to find.
