Shortcuts within windows do not work

Running 64 bit Windows 8.1.

 

Have multiple fences on the desktop.  One of the fences has several shortcuts.  Recently I have starte dhaving the following problem:

 

Double click an icon within the fence.  Screen goes blank. 

 

I then create a shortcut and place it under the same fence.  Same result.

 

Anybody having this problem?
