Maximum activations reaches

I bought 'Sins of a Solar Empire: Rebellion' on steam today and when I attempted to activate my account it popped up with an error message saying 'maximum activations reached'.

how do i fix this?

You should probably email support@stardock.com and wait for a reply before sending any further emails as it would move you to the bottom of the queue.

Also be aware that it is the weekend.
