Screen brightens when opening menu

I have a strange thing happening, with my display and Windows 8

I run a dual screen system,  Acer Desktop, I3 with Intel graphics HD300, my main screen is a Samsung HDTV

The problem is when I open my Start8 Menu or any other program the screen will brighten, but, when I exppand my browser to full screen, the whole screen will dim.  If I moved the screen around the background will change brightness.  I have put all my options to maximum in power setting, along with turning off adaptive brightness.  Changed my Samsung settings to default. turned off any auto setting in Intel Graphics panel.

 

I am not saying it is a Stardock issue, but am at a loss as to what is causing it.  I have 6 other computers with the same setups and no problems, but, this is the only Intel HD 3000 graphics I have. however all drivers are up to date.

 

Any suggestions would be greatly appreciated.

That's certainly not a Start8 issue.  Is the primary screen a plasma as they will dim when there are large amounts of white on the screen which is a way they try to keep within power usage limits.
