There are some very interesting ideas here. Many deserve a close look, further development, and followup. One comment about your description of 'influence.' I never understood the area of influence to be an area of control. I saw it, rather, as the range the planet/starbase was able to effectively project its 'power/etc. The entire area (volume of space) is not filled with that planet/starbase 's influence. It merely delineates the outer boundary of that planet's ships, commerce, social activities. The Chinese Government is building many mandarin Chinese language and culture institutes in various parts of the world. There is an outer range to how far the programming, educational, yada 'influence' these institutes project. But they don't control all the space with that boundary. This is the way I understand the influence boundaries - not total control, but outer range...
Makes sense, although I fail to see any starbase, or planet, for that matter, having any sort of measurable effect over more than a few parsecs even with the outer range consideration. Influence boundaries would natually extend narrowly along trade routes and radially from planets, and would not fill up deep space over which it is impossible to maintain effective control.
