In GC2 the terraformable tiles (yellow bordered) were not counted against the planet quality. Instead, the terraforming of those tiles INCREASED the planet's PQ. So far, in GC3, it looks like the yellow bordered tiles count against the planet's PQ. This doesn't make sense.
I also have a PQ 6 planet with only 4 buildable tiles (no terraformable tiles).
