Right Windows Key does not work when an application is in Focus

I use the Right Windows key (simulated by long press windows key) to go to the Metro Start Screen.

 

This works fine when my Windows Desktop is in Focus.

 

But, this does not work if I have an application open and in focus (like Outlook or IE).  If an application is in focus, the Right Windows key just opens the Start8 menu and does not take me to the Metro Start Screen.

Would the open application be running as another user or elevated?

I'm reporting a problem I am having with software I paid for and you come back with stupid shit like that???
