Pinning Modern UI Applications (Standard Account)

How come when I pin a Modern UI Application to the Start Menu using Start8 in a Windows Standard Account, it doesn't show up, but it works within an Administrator account ?

Check to make sure you do not have any non-default restrictions on your Standard account setting.

And with ModernMix, you can pin it to the taskbar:
