unable to set tile color on Windows 8.1

I can not set tile color in the options menu in windows 8.1 version

The tile color option has been has been removed from the custom color scheme in Decor8 running under Windows 8.1. Microsoft made the OS automatically use a color based on the icon on each tile. Since they no longer respect the color scheme, the option was removed.
