Isn't this just the normal situation where a resource tile can be incorporated into a city if you build next to it?  One of the big appeals of "snaking" is IMHO that you can protect your resources by placing them inside your city walls.  Also works for shards, crystal crags, orchards, iron mines, etc. etc.

He’s mostly referring to the fact that Brad Wardell is (among other things) an amateur beekeeper.

I just figured because he included a savegame that it was a bug report...and I guess it is a bug report...sort of :P

(Please don't hate me for using 'bug' to mean insect generally, entomologists!)

It is a bug, since it is not the resource is part of the city, it is the city is actually founded on top of this resource. Since that is the city center on top of the bees. (You should not be able to do this)

Yes, this was an AI Magnar city I captured playing as undead. Rereading my OP I realize I was completely vague.

Similar (and not new, unfortunately) issue, I found an Altaran outpost building buildings.  But I do not have the Undead DLC yet.  Just 1.5 beta with abob101's  Demons and Wizards and Parrotmath's Snaking, Armored Militia and Swamp Tiles Mods.

Darn it!  I went back in to the game and you are 100% correct, Primal!!  I have seen it on a crystal quarry in 1.4 though...

 

Interestingly, the Altar AI has two cities like this with unused Essence slots in my current all Challenging AI game.  And he has 400+ mana in the bank atm...
