[1.5 Beta][BUG] City Level ups can happen after HOF

While testing https://forums.elementalgame.com/450088/page/1/#3417849. I noticed this

 

1) Loaded https://www.dropbox.com/s/pus31smdfins0m6/test.EleSav

2) Do nothing and hit End Turn

3) Magnar finishes the Spell of Making.

4) After Hall of Fame...

OBSERVE: Queenshand will level to 3
