Bug Starting city in 3rd campaign scenario does not have resource yields, some late scenario heroes do not seem to have traits

Hello,

 

after I played through the fallen enchantress campaign, the third scenario had some issues:

 

1: The starting city didnt have any tile yields

2: The extra heroes were level 7, but apperantly lacked much in the way of skills. They were thus broadly speaking deadweight.
