Heroes with chainmail proficiency still cannot wear the light plate armor from the Gilden faction. Wearing it still requires plate mail proficiency.

But heroes with the chainmail proficiency can wear the Masterwork chainmail (the replacement for Full plate armor). I do believe this is working as intended, but then again maybe not.
I realized this might actually be intentional after posting seeing how the game has some other 'balance decisions' in other areas that I strongly disagree with. If this isn't a bug, it should be changed. Not being able to equip light plate armor (even if it's heavier, it's still 'light'!) will really gimp any non-warrior/defender heroes (the only classes that can wear plate) for the faction with this light plate trait. As Gilden, you'll end up with heroes running around in leather for the whole game even if you're playing the faction that's supposed to be about armor. Light plate already has penalties to initiative and costs more, it doesn't need this further disadvantage.

No need for an apology, this has been reported both as a bug and as a balance suggestion (long time ago forget when).
I tend to agree with you about the proficiency needing adjustments with being first tier "light" armor and second tier "heavy" armor. But looking at the dynamics it becomes a more delicate situation. I can make a mod that will do exactly what you suggest and you can determine if the balance is better, but I've taken to letting others get their feet wet with these types of mods for the game.
Just for one to be aware, that one may purchase armor (of any kind) from allies, and also drops happen of any kind. So these people with light plate at home may purchase the Chainmail in another land (a technique of also buying horses for heroes when you don't have the tech (but they do).
I do like that masterwork chain requires chain mail prof.
Hmm... But I can see the point to having light plate be wearable with chain mail prof, if for no other reason than to even out the armor upgrades for Gilden.
I'll switch it and we can try it out.
