New to Windows8.1 and Start8 (Reboot my pc)

I've finally upgraded to Windows 8.1 so I'm a fresh newbie when it comes to major differences in basic actions from 7.x->8.x.

 Such as the 'Windows Security' link, when remote desktop'd in is where you reboot.

 Is that still true in Windows 8.1?

 And the more important question.  How do I get said link to "Windows Security" or at least Start -> Shutdown or Reboot ?
