[1.3] Bug: Yithril basic soldiers have 8 Perks, among them some that cannot be chosen

So I'm still building militias(about turn 50), just founded a third town and suddenly make contact with Yithril whose first diplomatic action is to declare war instantly(about 60 strength rating to my 20) and pop a stack of those guys right into my territory.

 

They have:

+25% vs Wounded (twice)

+3 Defense (twice)

+15 dodge

+3 health

+ 5 dmg vs champions

+2 health regeneration per turn in combat (wtf...)

and a mace.

This is expert mode but seriously how on elemental would one kill such abominations? Is this intended? Normally the enemy factions on Expert are still rather tame but this is completely insane.

This is not a bug, it's working as intended. Every difficulty level higher than Challenging grants enemy factions escalating bonuses like additional traits, gildar income, research points and hitpoints. The traits you see are there because you set AI to expert.

Higher difficulty gives you cheating AI. 

Lower difficulty gives you no challenge AI.

It's a balancing act.
