[1.3] Bug? AI declares war very early in the game a couple turns after meeting me for the first time

I play on average/average. I had a higher power rating. His boarders weren't anywhere near mine.

Seems unusually agressive relative to recent versions.

Happened to me, too, in v1.2. Met Resoln, she declared war the next turn. Only time I can recall where the AI declared war before turn 100.
