How to assign the PrintScreen Key to launch Snipping Tool Windows 8

How do I assign the Print Screen key to launch the Snipping Tool with Keyboard LP?

 

Windows 8 Pro O/S

 

The Print Screen key does not appear to be recognized by Keyboard LP.  I know of other tools that will do this on SourceForge as I use them at work.

I don't know of any way to assign a key to Snipping tool.
