Glowing research border?

This is perhaps useless trivia but I'm curious why some research in the trees has a glowing border around it?  I can't seem to figure out what the criteria is.

 Edit: I should specify I mean the white border and not the glowing yellow that indicates queued research.

Those are techs unique to your subfaction. I.e. if you were playing a loyalist faction, the glowing white techs would not be available if you switched to the rebel faction of the same race. They'd have their own set of unique techs in a white outline.
